The top half and bottom half of the board are isolated from each other, but all of the order action has to take place in the top half. Further, the top half of the board has the helpful conveyor belt, with which you can plan and do some additional manoeuvring. Whereas the bottom half is static. Therefore, give priority to any useful move in the top half, especially making specials up there.
In the bottom half, you should focus on making specials and combinations that can reach the top half. Horizontal striped and wrapped candies are no use unless used in combinations. Try not to waste moves trying to juggle those minor specials down there - you can waste plenty and you only have 21 to play with.
Luck, as well as skill, plays its part in this level - sometimes the board simply will not resolve in time; sometimes you get enough of a start-up top to get through the level quickly and easily - sometimes this is a challenging but doable level. More fun than walking home in the rain - it is less fun than some of the more fun levels.
